With kids
Mactan resorts like Shangri-La, Crimson, and Jpark have world-class kids' facilities. Whale shark interaction at Oslob (3 hrs from Cebu City) — book early and go at 6am. Kawasan Falls' lowest level is safe for younger kids to swim. Cebu lechon is a guaranteed crowd-pleaser.
With seniors
Mactan resorts cater excellently to seniors — beach access, spa, and excellent restaurants within the property. The Basilica and Magellan's Cross area is flat and manageable. Private van hire from Cebu City is affordable and comfortable. Canyoneering is not suitable — take a boat to Kawasan Falls' pool area instead.

When to go
Best: Nov–May (dry). Some rain Jun–Oct. Sinulog Festival (3rd Sunday of January) is world-class but extremely crowded — book months ahead.

Direct flights MNL→Cebu Mactan International (CEB): Cebu Pacific, Philippine Airlines, AirAsia. Flight time ~1.25 hrs. Extremely frequent — dozens of flights daily. One of the busiest domestic routes. Very affordable fares especially on Cebu Pacific.
